Add the Hooks testnet (v2) to the explorer

As the Hooks Amendment advances in terms of development, I think xrpl.org should add the Hooks testnet (Hooks testnet) to the explorer to allow for a more better overview over the network, this would benefit developers and Hooks users as xrpl.org provides an efficient and easy to understand detailed section on each transaction.

Bithomp and XRPL Labs provide their own respective explorer but most of them are focused on specific transactions only, xrpl.org displays ledger metrics, current transactions/ledger and a very valuable tx explainer.

I don't know how xrpl.org obtains ledger information in a fast manner but I suppose you guys would need to run your own node on the Hooks testnet.

Please consider this @mvadari, I don't think this should be rushed at all but it should definitely be implemented when the infrastructure is ready.
