Blocked actions when on Nintendo WFC (Fast forwarding, ETC) can still be done with custom controller skins that have such action

If a controller skin can fastforward or make and load states which are disabled on WFC they can still be done if you do such actions when on WFC using a skin

TLDR: Blocked WFC actions can still be done if a controller skin supports them
