High level API for getting issues on a rollout

At the moment, issues are well hidden within the status on a rollout. Could be great if these issues were at a higher level / or even a separate api to fetch issues from a given rollout. We would also like to show how many issues that are at a current rollout within a given environment in the environment overview of the capsule @andersjohnsen
