Gitops: Support creating resources in git which will be adopted by the rig platform

As of now the gitops support in Rig.dev only supports using git as a place to write changes instead of applying them directly to an underlying cluster.

It would be nice if we also supported it the other way around where a user could create a resource in git, which would result in rig adopting these into the platform, where they then could be further manipulated through the dashboard.
