Why is there no app that allows you to manually control the shutter speed while shooting RAW?

I want to take one image at the highest possible shutter speed but there is no way to do this?

My ideal situation would be an plugin which allows you to choose 9 RAW bracket images and set the ISO & shutter speed of each bracket manually. Why does the plugin get to assign a random EV to my brackets?

Is there any programmer who can help develop a plugin which can enable shutter speed control?
