Exception Unhandled

I am using a Win10/22h2 machine and tried to run the exe that came with the new 2023.11.14-2 release. It fails to run giving me this error:

Unhandled exception at 0x00007FFC7467286E (ucrtbase.dll) in piper.exe: Fatal program exit requested.

I tried to open it normally and also command line as well, it gives the same error.

Would anyone be able to assist on why this is failing?
