VPC Parameter Validation Fails

When running cim stack-up from vpc, I get Stack update failed. ROLLBACK_COMPLETE Looking at the events for that stack I see the Status reason for the ROLLBACK_IN_PROGRESS as

Parameter validation failed: parameter value us-east-1a for parameter name AvailabilityZones does not exist, parameter value us-east-1b for parameter name AvailabilityZones does not exist. Rollback requested by user.
