Pin sidebar toggle on smaller screens

When viewing a site on a smaller screen size the right side navigation collapses into a toggle button, however if you have many headings that means the use of it is pointless/hard to use because you have to scroll to the top, open it, select the heading, scroll to the top, open it, repeat.

It would be great (though it currently can be done in the _includes CSS) if the toggle was fixed, or better yet added to the top menu mar with the search, mode, history.
