What this PR does / why we need it:

Fixes navigating to Troubleshoot page from Troubleshoot button in the Dashboard page of Admin Console

Steps to reproduce

  • In admin console app dashboard page, click on Details link
  • On the modal that pops up, click on Troubleshoot button. The page just flickers and does not navigate to the Troubleshoot page
