Reliable cache on M-chip Macs

Hi all, Hoping someone here has come up with a solution to the eternal, annoying problem of image caches not working properly on M-chip macs. Specifically, a step like this will never properly cache, and it reruns every single time:

RUN --mount=type=cache,target=/root/.cache/pip pip install -r /tmp/requirements.txt

Has anyone come up with a patch, or best-practice way of fixing this issue? Given the large and bulky deps of ML libraries, this step makes development much slower.
