Add reconfigure as a fabric dependency

Reconfigure is not listed in fabric.mod.json, even though it comes JiJ'd with the mod. Since symbol-chat currently does not depend on reconfigure, having it missing for some reason would cause ClassNotFound errors instead of a missing dependency error at startup. Additionally, the dependencies of reconfigure will not be validated and reconfigure would be silently dropped, which was the case in #67.
