hey @elviskahoro I just wanted to know if there aren't any issues having tag hactoberfest. Do you know how we can contribute? Would any of the issues we create PR for be considered under hactoberfest?

Hi I was hoping to see a skeleton file structure but there was nothing in hacktoberfest repository, shall I build the app, create the docs and upload the necessary REFELX 101 in the repo?
