Add support to python-ulid 3.1.0

try to fix error on projects that require python-ulid 3.1.0, showing the error as follow:

Because redis-om (1.0.3b0) depends on python-ulid (>=1.0.3,<2.0.0)
 and my-project depends on python-ulid (>=3.1.0,<4.0.0), redis-om is forbidden.                                                                                                                                                                                          
So, because my-project depends on redis-om (1.0.3-beta), version solving failed.
