liberty cinder.conf needing a stanza

Hi,

I was facing the issue described in https://ask.openstack.org/en/question/87002/cinder-volume-quotas-broken-for-rdo-install-in-centos/

I was unable to modify project quotas. Implementing the solution described on that page (adding the config stanza that contains auth_uri and auth_url) to cinder.conf fixed it for me. This bug was pretty repeatable.
