RFE: Allow Master loadbalancer name as FQDN for external LB

Currently the loadbalancer DNS name for access to the master servers is composed:

-<lb_hostname>.<domain_name>

For external load-balancers it would be nice if the full FQDN could be provided to the heat stack and passed through so that the load balancer DNS could be configured before creating the stack.
