chore: refactor gradlelocalproperties and update gradle plugin

in agp 8.3, a locale param is needed do update to android studio jellyfish to test otherwise build errors will occur.

Hello, @fire-light42 & @C10udburst 🤣, the workflow got cleared, and can be tested , i built an apk locally and bundle succesfully , i think this wont fook up anything.

we are doing this because the latest gradle update needs providers as direct file instead of automatically finding local.properties file in rootDir.
