Added Kannada language to start the translation work.

Hello React team,

We would like to translate the React documentation into Kannada to encourage native developers to use React in a more impactful way.

We are a team of three (as of now) native Kannada developers from Bengaluru, India, willing to be involved in the translation work.

I have authored a book on React (https://lnkd.in/g5eujFgZ) and have blogged about React, so I have a good grasp on technical jargon and should be able to translate it to Kannada.
