Add central kurdish language [ckb]
Hey react-team
This is one of the most enjoyable moments we have been waiting for for a long time، ( of course as a kurdish developer )
additional maintainers are:

we all are native Kurdish speaker and we would like to work on the Kurdish translation of the react docs.
we all work as a team, and We are using React on a daily basis.
We have a strategy to reach out to all developers in Kurdistan and assemble a sizable team or community to carry out the task competently.
I have much expertise translating websites and publications for myself. Particularly whenever I want to learn a new programming package or technique, I start translating the articles from English to Kurdish and documenting it locally. Now, I'm working on translating the photopea website into Kurdish, and ofcourse the maintainers are amazing for that.
