Add OverlayTrigger to react-overlays?

It's not bootstrap-specific and very convenient, any reason it didn't get included? I could send a PR if there's no blocker.

+1 @cesarandreu would be good to use non-bootstrap.

I think we're all (or I am at least) a bit burnt out from getting v0.25 of R-B out, and cleaning up regressions or other issues that people have found.
