Add convenience API function for template-based enumeration

The hard bits are already there in $RDBASE/rdkit/Chem/ChemUtils/TemplateExpand.py, it just needs a more user-friendly API and an example or two. This would be a good one from the cookbook based on the contents of this thread: http://www.mail-archive.com/[email protected]/msg02931.html
