py-boost runtime should be = not >=

This pulls the wrong rdkit version at runtime if a new one exists.

Should be

 - py-boost ==1.65.1

I think this was addressed on the development branch, although the full resolution might be to be confirmed, and the corresponding issue (#71) is still open.
