(ASC-1552) Add health check tests before running system tests

This PR adds an experimental test of running health check tests in repo https://github.com/rcbops/rpc-openstack-healthcheck. The health check tests in the above repo will be executed right after RPC-O deployment without modification anything to ensure that the deployment is in good status before entering system tests.

Please refrain from rechecking - the failures here are legitimate and need to be resolved. Constant rechecks is just wasting CI resources.

@odyssey4me yes, that's absolutely correct. I think I am kinda abuse the CI resources by rechecking it again and again. I'll get the logs and open a ticket for these failures, I have seen the failure of ping: not found is very consistent in the utility container

Until https://github.com/rcbops/rpc-openstack/pull/3509 merges, the syntax/lint tests will fail.
