ImageFrame Not Working Without HTTP 'max-age' header

I couldn't get ImageFrame to work with URI sources to my local http media server, even though the URIs work fine with BitmapImage.UriSource. Figured out the issue here: https://github.com/microsoft/Win2D/issues/796
