Unable to start systemd services after full upgrade

After upgrading the nodes in my cluster and rebooting, there is a now an issues with systemctl/systemd.

Getting the following: when running a command like systemctl daemon-reload

System has not been booted with systemd as init system (PID 1). Can't operate.
Failed to connect to bus: Host is down
