[BUG] Dask Cloudprovider hangs indefinitely while creating an AzureVMCluster

What Happened?

While trying to create an AzureVMCluster, the cluster manager hangs indefinitely while bringing up the scheduler VM. As a result it may not be possible to run MNMG XGBoost/RF examples using dask-cloudprovider at the moment.

This issue is currently being tracked in the dask-cloudprovider repo in Issue#292.
