Trace naming is probably locale dependent

ETWRecord.bat defaults to creating trace names that include the current date and time. These are designed so that they will sort alphabetically but it is likely that this fails in locals that don't use the US month/day/year format, and perhaps even different time formats. I'm not sure how to handle this.
