Expand COS_PERMANENT partition on first boot

v0.8.10

CPU architecture, OS, and Version:

alpine arm64 on RPi3

Describe the bug

On latest c3os release, I hit no space left on device when using k3s (sudo k3s kubectl get pods --all-namespaces). sudo gparted print free shows 4921MB free space

To Reproduce

Download and install c3os into a sd card Create a simple cloud-init file Boot on this card run sudo k3s kubectl get pods --all-namespaces

Expected behavior

expand COS_PERMANENT partition on first boot
