When running `railway ssh` with a Serverless service, the CLI does not return a friendly/actionable error

Expected welcome message, received: error

When the container is asleep and you try to SSH you receive the above error. We should be able to get the context of Service and understand the the container is using Serverless and/or is asleep to provide a more useful error message.
