Upgrade to Rails v6

Doing so will also require a Ruby upgrade to at least v2.5, or whatever the latest stable version is.

This task will require re-writes of large portions of the installfest docs and many of the curricula, so should probably be undertaken by a dedicated team, rather than an individual.
