AWS Secrets Manager backend and test cases.

Gabor, the pull request we discussed for adding an AWS secrets manager back-end. It took a little longer than I had hoped, the list function uncovered some very odd behaviour. Testing is disabled until an environment variable is set to indicate that you want to spend the money on AWS secrets, have a look in the test script for that.
