BLD: Add python 3.9 to tests

Looks like the libpy tests pass. Some build issues on particular combinations of compiler/os/numpy, but I think those stem from python 3.9 beta.

I'll keep this branch around and rebase once python 3.9 is stable.

matplotlib doesn't have a wheel for 3.9 which is breaking the 18.04 py39 builds.

All of the macOS builds are broken at the moment.
