How can I add a new custom loader to Qiling?

Unfortunately, the way Qiling is currently designed does not allow custom loaders to be plugged in. There is an intention to change that in the long run though. As a short-term solution, you can hack through the code to add your own loader; one easy way to achieve that is to add a new init arg to Qiling similar to what ostype and archtype do.
