Propose rights elevation if needed

If target app is running with Administrator rights, pywinauto requires the higher rights too. Propose to an user for SWAPY's rights elevation in such cases.

I'd suggest to request admin rights explicitly. Manifest file can contain something like UIAccess="true" in addition to execution level. See MSDN docs.
