Feedback about Audio I/O

We should just deprecate this page since the io tutorials is no longer in the audio repo and website. @AlannaBurke or @sekyondaMeta maybe one of you can submit a quick PR?

@scotts Would it make sense at this point to just remove all of the references to TorchAudio across the tutorials and docs? And either way, do you think we should redirect any of the existing links to somewhere that gives the current status of the project? (for example, maybe this post? https://github.com/pytorch/audio/issues/3902)
