Missing supported CPU architectures

When users try to install PyTorch, they could face issues with unsupported architectures as there are no documentation on that. As I understand there is no support for Windows ARM64 and x86. Also it's unclear if Apple M1/M2 based CPUs are supported.

The suggestion is to add paragraph on supported architectures for each OS.
