[GraphOptz] Merge Pad into CWQConv and Pool.

Summary

  • Merge Pad into ChannelwiseQuantizedConvolution: put logic into the existing graph optimization pass MergePadIntoConvolution which was merging the Pad only into the Convolution node.
  • Merge Pad also into MaxPool and AvgPool by adding another MergePadIntoPooling optimzation pass.

Fixes Fixes #5706.

Test Plan Unit test in GraphOptzTest.
