Big Banner on CFP Homepage

The Junction CFP homepage https://in.pycon.org/cfp/ has big banner. This big banner pushes the relevant content down the screen. This was probably useful when Junction was first used, and there were not many links at the bottom. In the present context, the size of the banner can be reduced.
