Update to Mezzanine 1.4.9

IIRC, the current version pinned an unreleased commit that fixed a bug we were bumping into. It might be nice to confirm the 1.4.9 release still has this fix. This seems like a reasonable expectation but it would be a good thing to sanity check.

Just checked and while we had been pinned to an unreleased version in the past, we currently are using the 1.4.1 released version from PyPI
