Meta: Add ``.git-blame-ignore-revs``

This adds a .git-blame-ignore-revs file to ignore (almost) every 'administrative' change in the PEPs repo, leaving users of git blame seeing the main meat of the commit history.

The types of ignores are:

  • reStructuredText conversion (but only pure conversion, for example dde379d6841dc8990d4517cd574a059e01199dde, 631ff7f4a77452e3e5e7c6d8d0435860e0fba424, e2a9d17632ee3e043f142331df31c97e45216479, 2679eb0c912a8899eb66768f096d8d68f64f0f5c, etc aren't included)
  • Header normalisation or validation
  • Syntax fixes
  • typos/grammar
  • Whitespace changes
  • Mass changes, e.g. using :pep: or adding Topic headers
