miss-islington sends duplicate status message to merged PRs

I also saw some cases where miss-islington sent duplicate messages in open PRs. Example: https://github.com/python/cpython/pull/18652#issuecomment-590667026

Perhaps we need to keep some sort of state to avoid having duplicate messages?
