Edit for an alternate option for 'inf' in labels

inf label in the legend is not appropriate on most of the occasions. Instead of that, a greater than (>) symbol can be added to the maximum value. Proposed in issue 158 (https://github.com/python-windrose/windrose/issues/158#issue-999140762). legend labels [0.0 : 2.0 ) [2.0 : 4.0 ) [4.0 : 6.0 ) [6.0 : inf )
