Add _skeleton directory to help make new solvers/problems

To help creators of new solvers/problems, we could have a directory containing files with outlines of the functions required, similar to yt's frontends/_skeleton directory

Accompanying this we should have a step-by-step tutorial on how to create your own solver (again like they do in yt)
