Link to channel when using !rule

When using !rule 6, the embed contains the string #python-general as a reference to the channel. Let's make it a link.

In #rules, it's already a link.

Is this outdated ? Because when I run the command, I see no reference to no channel in the embed

Nice, yeah, it doesn't seem like any of our rules reference channels now.
