Add a `--default-file` option to `pyscript run`

Pursuant to issue #132, this PR adds a --default-file option to pyscript run.

The --default-file option takes a file name which will be served whenever a request for a non-existent file is received, instead of returning a 404 status.

The option is implemented by hooking into the SimpleHttpRequestHandler.do_GET() function, first checking if the requested path exists, then replacing it with the default value if the requested path does not exist.

This PR also includes the relevant documentation and unit test updates.
