Project setup instructions in Readme do not work on Windows

I'm working on a patch to the readme as I'm working through the setup of this project on Windows.

Thanks heaps :) I haven't tried it on windows before.

You should be able to get up to running the tests fairly easily, but there are a number of issues open for setup things can be improved (tracked here: https://github.com/pygame/pygameweb/milestone/1 )
