Is your feature request related to a problem? Please describe. A basic implementation of notears that implements a preliminary abstraction to guide further development from feature PRs such as #144

Describe the solution you'd like Apache 2.0 license is compatible with ours, so https://github.com/xunzheng/notears can be used as a reference.

The solution should also show that the algorithm is SENSITIVE to scaling of features. Although this is undesirable, as long as it is properly documented, we should support a form of differentiable causal discovery.

Additional context Most likely v0.2+ as I don't have extensive time right now.
