Grant role with admin option

Use Case

Since PostgreSQL16 it became mandatory to have the admin option on a role assignment to be able to manage the role (eg to change the password)

A flag with_admin_option in postgresql::server::grant_role

Describe Alternatives You've Considered

We could use an additional postgresql_psql naturally, but it is less convenient.
