Detect Windows version that needs ansicon support

@jpogran It may be worth considering inverting the logic of the ansicon wrapper at this point, so that instead of opting-out under known-good terminal emulators, we only opt-in to using ansicon under the old console? Not sure if there is a reliable way to detect the old console environment though.
