I'd like the ability to modify users DM settings

@camallen I like this idea. Would you mind providing the use case for this? I'm interested in knowing.

Use case:

1. I install the pull reminders app and setup access to notification service.
2. I then setup a notification on a schedule and add some users to my install.
3. Users start getting DM notifications from the app.
4. Said users want to change the settings but don't want to setup an account on your service.
5. They ask me to modify the settings to stop the DMs from the app.

Another use case from @idris:

As a manager, it'd be interesting to be able to see the notification preferences for each member of the team. So if someone's review times are lagging I can suggest "hey, you should turn on this notification preference"
