As an administrator, I'd like to be able to transfer billing ownership

I'd like for a way to add another email/owner for receiving billing invoices as a backup.

As the only person with visibility into billing, the bus factor is too high -- to ensure the team can move forward with uninterrupted service this would be nice to have.

@lamchau Hi Lam – yep, the billing interface definitely needs to be improved. In the meantime we can add additional billing email addresses for you if you email [email protected].
